What about charter schools for black students?

Regardless of one’s view of Charter Schools, it is an option for those parents who students are not progressing educationally. We all can imagine the economic impact that the creation of a Charter School has on a local school district. I read an article in the Sacramento Bee (3/1/2010) regarding a Hmong charter school.
